Section 7 of British Military Government Law No. 61, the Currency Law. One clause set the distribution channel for the entire currency replacement. The Kopfgeld was to be paid by the agencies responsible for issuing food ration cards. Collection on behalf of third parties was permitted under the same conditions as ration card collection.
|
|
The clause made the ration system the monetary system for a weekend: every resident identified, every payment tracked, through offices that had spent years counting heads for bread.

| Domestic payment channels can continue while cross-border wire transfer routes fail. Where credit card settlement runs through a separate institution on an independent network, it may persist after the wire transfer channel closes. In some cases the central bank intermediates selected transfers through its own remaining correspondent accounts. |

| A restriction on access to money can be written by purpose as well as by amount, so a balance that cannot be drawn in general becomes payable when it is used for wages, taxes or relief, and the test applied is what the money is for. |

| A currency replacement distributed the new money and invalidated the old before disclosing the conversion rate for existing deposits, which was set in a separate instrument one week later, so the population transacted in the replacement currency before knowing what their savings would be worth. |

CHANGED TODAY: Entry 13 gained Germany 1948 (wages, salaries and rents converted at par while deposits were written down and all Reichsmark debts were frozen under a one-week moratorium). New entry 41 added: the Currency Law distributed new money and invalidated the old without disclosing the deposit conversion rate, which arrived a week later in a separate instrument.
